Ninth Secretary, US Department of Veterans Affairs

The Honorable Dr. David J. Shulkin was the ninth Secretary of the US Department of Veterans Affairs in the Trump Administration and VA’s Under Secretary of Health in the Obama Administration. As such, Secretary Shulkin was the only member of the Cabinet to have served both Presidents and to have been confirmed by the US Senate by a vote of 100-0.

Secretary Shulkin served as chief executive of leading hospitals and health systems including Beth Israel in New York City, Morristown Medical Center in Northern NJ and he currently serves on the Board at Sanford Health, one of the country’s largest rural healthcare systems.

Secretary Shulkin is a board-certified internist. He received his medical degree from the Medical College of Pennsylvania, his internship at Yale University School of Medicine, and a residency and Fellowship in General Medicine at the University of Pittsburgh Presbyterian Medical Center. He received advanced training in outcomes research and economics as a Robert Wood Johnson Foundation Clinical Scholar at the University of Pennsylvania. He is on faculty at the Uniformed Health Services Medical School.

Over his career Secretary Shulkin has been named “One Hundred Most Influential People in American Healthcare” by Modern Healthcare. He continues to advocate on behalf of the country’s veterans by serving on the board of numerous nonprofits that serve veterans, is the host of the popular Policy Vets Podcast, and is the author of the recent book, “It Shouldn’t Be This Hard to Serve Your Country: Our Broken Government and the Plight of Veterans”.

International Leader in Diabetic Limb Salvage and Podiatric Medicine

Dr. Lee Rogers is Chief of Podiatry and an Associate Professor of Orthopaedics at The University of Texas Health Science Center at San Antonio, where he holds the Louis T. Bogy Endowed Professorship in Podiatric Medicine and Surgery. He oversees the university’s clinical, educational, and research programs and directs two acute-care hospital services, four outpatient clinics, and the remote patient monitoring program.

Dr. Rogers is currently Vice President of the International Federation of Podiatrists (FIP) and serves as Associate Editor of the Diabetic Foot Section for the Journal of the American Podiatric Medical Association. A former President of the American Board of Podiatric Medicine, he lead efforts to develop Certificates of Added Qualification for podiatrists in Amputation Prevention and Wound Care, Podiatric Sports Medicine, and Podiatric Surgery. He also served as Chair of the Foot Care Council for the American Diabetes Association (2009–2011).

A recognized leader in limb preservation and systems-based care, Dr. Rogers previously served as Medical Director of the Amputation Prevention Centers of America, a division of RestorixHealth, Inc. (2014–2020). In that role, he supported a national network of 230 specialized centers across 32 states, advancing multidisciplinary strategies to reduce amputation risk and improve outcomes.

He has published more than 150 manuscripts, books, and book chapters focused on limb salvage, health policy, and clinical practice, and has delivered more than 500 lectures worldwide. His work has been recognized with the American Podiatric Medical Association’s Rising Star Award (2011), and he has been named by Podiatry Management as one of America’s most influential podiatrists each cycle since 2012.

Dr. Rogers has served in key leadership roles on multidisciplinary guideline and consensus initiatives addressing Charcot neuroarthropathy, diabetic foot ulceration, peripheral artery disease, peripheral neuropathy, systems of care to prevent diabetes-related amputations, and the appropriate use of cellular, acellular, and matrix-like products (CAMPs). During the COVID-19 pandemic, he led the development of a pandemic diabetic foot triage and classification approach and co-authored the “Wound Center Without Walls” framework, which helped clinicians safely deliver limb-preservation and wound care by leveraging CMS telehealth and “Hospitals Without Walls” flexibilities to shift appropriate care to lower-risk settings.

Dr. Rogers was also selected as Educator of the Year by the California Podiatric Medical Association (2012) and was admitted as Fellow Faculty of Podiatric Medicine of the Royal College of Physicians and Surgeons (2018). His work has been featured in major media outlets including The Wall Street Journal, The Washington Post, and U.S. News & World Report, and he has appeared on ABC’s The Doctors, PBS’s American Medical Journal, and Al Jazeera International’s The Cure. In 2025, he received Podiatry Management’s Lifetime Achievement Award and was inducted into the Podiatry Hall of Fame.

Calgary Accommodation: Delegates will stay at Alt Hotel Calgary East Village, a modern hotel along the scenic Bow River just minutes from Orpyx headquarters. 

Banff Accommodation: Delegates will travel to the Banff Centre for Arts and Creativity, nestled in the heart of Banff National Park, offering an inspiring setting for reflection and creativity between sessions.

All conference accommodations will be pre-arranged and pre-paid by Orpyx. Delegates are not required to make their own bookings.

Travel Expenses

To support participation in OASIS, Orpyx will cover reasonable travel and accommodation expenses for delegates (attendees and presenters) in accordance with all applicable US laws and regulations governing educational and industry-supported events. All participation and reimbursements will be managed in compliance with these requirements.

Late March brings cool spring conditions, with winter lingering, especially in Banff. Typical Temperatures:

  • Calgary: 40 to 50°F during the day, below freezing at night
  • Banff: 20 to 40°F, with variable mountain weather, including sun, cloud, and occasional snow or rain

What to Pack: 

  • Layers: Base layers, sweaters, and a warm jacket
  • Outerwear: Insulated or down jacket with a waterproof shell
  • Footwear: Closed toe shoes or boots with good traction
  • Accessories: Hat, gloves, and scarf for colder mornings and evenings
  • Dress code: Business casual for sessions; smart casual for evenings
